CEO Update – September 2025

26/09/2025

The state government’s Plan Victoria has entered a new phase with its implementation into Victorian planning systems.

The Planning Policy Framework (PPF) is a blueprint for Victoria’s planning schemes and contains policies and provisions that will influence development and land use across the state. It will have an impact on our regional community and give direction as to how and where development will happen and the decisions local government will make. Details of the Framework can be found HERE.

Whilst Plan Victoria will inform Committee for Ballarat’s Vision 2050, our work is more than a strategic planning document.

Plan Victoria includes targets for housing, but targets are not a vision. We do need infrastructure plans that include roads, railway stations, schools, kindergartens, shopping centres, drainage, and so on, but again, an infrastructure plan is not a Vision.

Committee for Ballarat’s Vision 2050 will be our members articulating what type of community we want to be. It will focus on what Ballarat will look like in 2050 as a prosperous, vibrant, inclusive, connected, and cohesive community.

Priority areas, such as innovation, jobs, education, housing, transport, health, energy, and more, will be the enablers of our Vision for the prosperous and cohesive community we seek to be.

Committee for Ballarat invites all readers, members, non-members, young and old to have your say as part of our Vision 2050 survey.
